An amalgam of Batman and Jubilee, Batgirl was created by Doctor Strangefate to serve as one of the first of his agents in his attempt to restore the Amalgam universe.

Shouldn't it be a cross between Batgirl and Jubilee?

No, because it occurred in the issue where Dr. Strangefate created his own amalgam universe and used everyone who was around him to create new Amalgam pawns - the JLA and the X-Men. There was this huge flash of light and all of the JLA had amalgamated with the X-Men. Batman had the unfortunate (for oh so many reasons) luck to amalgamate with the Jubilee.

Now the question remains as to why Strangefate wanted there to be half as many people under his command than if he left them untouched. Maybe he missed the issue of JLA where Martian Manhunter becomes a woman and wanted to crete his own version, I dunno.

I thought it was Robin and Jubilee who were joined to create Sparrow.

They did... but this here was a one-time thing. It was Amalgam characters being created in the Marvel universe.
