Like his Azrael nemesis, Jean Paul Valley, Nicholas Scratch was a science "geek." His life made a startling change when he began to use his charisma to cultivate celebrity. He became a successful talk show host, an idolised rock star, even abusing his celebrity to start a cult in Gotham City, and eventually dabbled in underground politics.
After Gotham experienced a cataclysmic earthquake, it was left in ruins. Scratch persuaded the United States government that any attempt to rebuild it wasn't beneficial, when his true intentions were to take over the city for himself. When he learned that one Senator Halivan was willing to lobby for government support to help Gotham, Scratch sought to kill him. Batman asked Jean Paul Valley to escort and protect the senator to Washington D.C. However, things didn't go smoothly when Nicholas Scratch killed the Senator and framed his murder on Valley. Valley was forced to shed his St. Dumas armour in favour of a radically different, more superhero-like appearance. But Scratch was not finished with Valley. When Valley founded a clinic, Scratch came knocking. He took advantage of Valley's friend, the psychiatrist Dr. Bryan's kindness, and manipulated him to convince to Valley that he was on the path of redemption. With the two vulnerable in their trust, Scratch framed Valley for yet another murder. But with the help of Batman and Huntress, Scratch's plans were put away.
Later, Scratch donned an Azrael persona with a white armour and costume, and abused the angelic connotations to further his political cause. He was confronted by Jean Paul Valley, but when Valley had to fight the demon Biis, it was up to Batman to take down Scratch.
