Harleen Quinzel was a psychiatric intern at Arkham Asylum for the Criminally Insane, which is a dangerous proposal for anyone. One day, this was proven to Harley when she met the Joker. But instead of him killing her, or her fleeing, she fell in love. Her name drew the Joker's attention, so similar to Harlequin, and her gullibility made it even better. Joker used Dr. Quinzel to facilitate some of his numerous escapes. But this could only go on for so long. The administration caught on, Jeremiah Arkham had Harleen's medical license stripped, and she was imprisoned in the asylum she once worked in.
When all of Arkham was released into Gotham right before the city was cut off from the rest of the country, Harley was one of them. She wandered No Man's Land for a time, until she saw a costume, put it on, and tracked down the Joker. Recognizing her as his old doctor, Joker kept her around while it amused him. And when it didn?t, he tricked her into a rocket and launched her straight up. The rocket was supposed to crash, and kill her. It came close, but she was found by Poison Ivy, who nursed her back to health with one of her chemical cocktails. It not only helped her recover, but heightened her strength, reflexes, and immune system. Harley went back out into No Man's Land to get her revenge on Joker, but when he apologized, she forgave him, and stayed with him throughout the rest of his insane schemes during No Man's Land.
After No Man's Land, Harley used Catwoman to try to exact revenge on Commissioner Gordon, and then went back to the Joker. Once again, the Joker attempted to kill her, and Harley decided that this was going to be the last time. She went out on the road with Poison Ivy, going to Metropolis and trying to set up shop there. They ran afoul of Superman, got separated, and Harley died in a freak jetpack explosion. She went into Hell, and joined with a group of other villains to escape. Harley was the only one who made it out.
Harley attempted to make a life for herself in Gotham again, working on both sides of the law. She took the name Jessica Seaborn and began working as a psychiatrist again, and with the help of an old gangster named Doc, she tried to make some profit in the criminal world. But Harley's sanity was too fragile, and after a caper where she had to see the eyes of a little girl sacrificed, her mind snapped, and she returned voluntarily to Arkham. After her return, her still lingering affection for the Joker was manipulated by Riddler, Scarecrow, and Hush, getting her back in costume and working with the Joker again. She was captured, and returned to Arkham shortly afterward.
Harley is a gymnast, whose natural strength and agility have been heightened by the chemicals given to her by Poison Ivy While entirely crazy, she is still highly intelligent, and maintains much of the knowledge she had from her time as a psychiatrist.
