Dr. Alex Sartorius was a wealthy scientist living in Gotham City. While spending time at his gentleman’s club, he was encouraged by members of the city council to invest in a private nuclear facility that would be used to power the city. Sartorius decided to invest, and put a lot of money into the project.
Sartorius went to inspect the plant when it was finished, and found out that the builders had cut corners. The reactor was leaking, and was about to explode. Sartorius hid behind a pile of sandbags, and when the reactor went, the sand was changed into phosphorus, and was fused to Sartorius’s skin. He was permanently on-fire, his touch burning anything he laid a hand on, and he wanted revenge, so he took the name Dr. Phosphorus and prepared for revenge against Gotham City.
After killing some of the men involved in his accident and running afoul of Batman, Phosphorus decided to make a grand move. He planned on immersing himself in the Gotham Reservoir, poisoning the populace. Batman stopped him, and Phosphorus fled back to the nuclear facility where he received his powers. There he seemingly plunged to his death. Shortly afterward, he attempted to again poison Gotham City, was stopped by Batman and the first Batgirl, and was imprisoned while a cure was sought.
When the demon Neron offered heightened and altered powers to many villains, Phosphorus accepted the offer. He was now more human looking and able to better control his powers. He was hired by Nash, the second Mist, to kill Ted Knight, the first Starman. Phosphorus failed, and was imprisoned in Opal City.
Phosphorus escaped from his imprisonment, and went into hiding, preparing to take revenge on Ted Knight. He was contacted by Simon Culp, and was one of his army that laid siege to Opal City. He tracked down Ted, and was bested again, but this time he gave Ted a fatal dose of his own radiation, the radiation poisoning creeping into his system. Ted made one final stand against Phosphorus, swearing he would not allow Phosphorus to harm anyone like he had hurt him. Ted used the cosmic rod to lift a large chunk of sidewalk, and dropped it on Phosphorus, crushing him to death
The Neron enhanced Dr. Phosphorus was able to burn anything with a touch, as well as cast bolts of radiation. He was not as radioactive as his previous form, but had greater control of his powers. He still maintained much of his scientific knowledge, but the radiation had driven him quite insane, and this knowledge was not much use to him.
